This study empirically tests the Bruce/Jain framework, a conceptual framework that has been widely used and accepted by the international family planning and reproductive health community. The specific objectives of the study were to: (1) estimate the internal consistency of indicators to measure each element, (2) explore the factor structure of each element, (3) explore the number and content of elements to adequately measure quality, and (4) explore the feasibility of developing a summary score for quality. The results corroborate five of the six elements of the Bruce/Jain framework and also suggest that the framework could be expanded to include additional elements or subelements. The results do not support the use of a summary score, since the elements of quality did not highly correlate in the same direction (e.g., all positive correlations)
